Duties/Responsibilities:
Manage and direct business activities related to government contracts awarded to provide a wide array of criminal justice sector development programs worldwide. Program countries include Iraq, Afghanistan, Sudan, Liberia, Lebanon, Haiti, the West Bank, and Kosovo as well as other countries emerging from armed conflict.
The Business Manager will manage risk, ensure resources are efficiently applied to achieve customer objectives, generate revenues, control costs, and establish conditions favorable for overall improvement in service delivery to Department of State and other customers and stakeholders.
The Business Manager will support the Program Manager, government oversight authorities, executive management and others to meet operational, strategic and business objectives by providing timely, reliable, auditable and authoritative reports on the status of programs and projects undertaken under government contracts.
The Business Manager will develop a full range of processes, apply appropriate technology and implement detailed procedures to manage risks inherent in multiple projects undertaken in developing and underdeveloped countries.
The Business Manager will lead an organization capable of continuous improvement of financial and accounting processes, analytical processes, tools and reporting, budgeting and forecasting, controls and performance, financial closing and invoice preparation, financial and management reporting and coordinating shared services.
Accountabilities / Responsibilities include: • Leading a business management organization managing multiple engagements worldwide. • Leading JSI process and systems aspects of JSI start-up implementation, incorporating best practice and compliant processes. • Leading efforts to mobilize for a new engagement or transition from an incumbent service provider. • Complying with all applicable public law and implementing regulations government financial management of government contracts. • Installing appropriate processes and financial controls. • Providing timely accurate reports on the financial status of the contract(s) and country-level projects. • Tracking manpower and ODC costs and associate records consistent with regulatory requirements. • Interacting with government authorities, program and project managers, executive leadership, and functional experts to identify risks, issues or 'gaps' in performance, analyze roots causes, determine corrective action, develop corrective action or remediation plans, implement plans and track progress and make necessary adjustments until corrective action is accomplished. • Developing employees, mentoring personnel, leading change and championing efforts to achieve equity in the workplace. • Develop initiatives to deliver increasing greater value to the government and host country.

Education and Experience Requirements:
SECRET SECURITY CLEARANCE REQUIRED
• 10 years of direct experience related to accounting and financial management, program management or other experience ideally related directly to management of government contracts preferably executed in OCONUS locations. • BS degree in Business Administration, Accounting or a field closely related to the accountabilities and responsibilities of the position. • Masters degree (e.g., MBA, MS Management) or a advanced professional credential (e.g., CPA). • Strong understanding of business processes, project management methodologies and leading practices. • Experience in designing and improving business processes such as: monthly close, management and financial reporting, budgeting, forecasting, consolidations, shared services and outsourcing. • Knowledge of Enterprise Resource Planning (ERP) software package functionality, implementation, support, controls, and security; knowledge of Cost Point or similar applications is desirable. • Demonstrated track record of team leadership, client/stakeholder relationship management, and project management. • Progressive experience leading teams, mentoring staff, evaluating performance and providing performance feedback | Please contact:
