Description:Background information: The Defense Contract Management Agency (DCMA) is an independent combat support agency within the Department of Defense. Contract Specialists at DCMA provide technical assistance and guidance to DCMA Contract Management Offices (CMOs) at all stages of contracting. They evaluate all elements of contract administration services to determine overall effectiveness of organization operations. DCMA Contract Specialists work on contracts for a wide variety of products and services for the military, including all types of aircraft, ships, ground vehicles, and weapons systems, as well as logistics, food, fuel, clothing, information technology, and outsourced services. Description of The work also includes: • Formulating recommendations and solutions for sensitive problem areas. • Furnishing technical assistance and expertise in contract administration matters. • Planning, organizing, and conducting reviews of CMO contract administration processes for compliance with regulations and overall effectiveness. • Studying new regulations, determining their impact on current and future operations, and planning and preparing necessary implementing directives. • Analyzing and evaluating the results of performance commitments, operating reports, and regulations, and developing recommendations for corrective actions. • Performing customer outreach efforts for the CMO, including communications with Division and Headquarters personnel and other DOD, NASA and civilian agencies. • Serving as focal point for external audit agencies and representatives. • Providing recommendations to supervisors concerning performance or commendation of contract management personnel in the CMO. Most Contract Specialists work at a desk, primarily in one office, and meet with contractors there for contract negotiations and reviews. Contract Specialists may be assigned to various locations throughout the Contract Specialists work in teams, so that experienced personnel are available to help newcomers with information and advice. In some cases the members of a team may work in different locations. Required Experience: One year and above directly related such as experience in contract administration duties that may include monitoring or advising on progress, expenditures, delivery, material requirements, regulations, or contract modifications; working with contract administration principles, methods, techniques, and/or procedures; and working with regulations and requirements governing cost accounting standards and negotiation techniques. Required Education: Baccalaureate degree along with specific course work in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree.
