Proposal Manager Job Description: Member of a six-person team of proposal managers, coordinators and writers collectively responsible for managing the development of 5-10 proposals per month. Proposals managed vary in value from several million to more than $200 million dollars. Depending on the number and complexity of the proposals being written at any given time, individual may be a Proposal Manager for more than one proposal simultaneously. Primary responsibility is to lead the proposal development team—from start to finish— through the proposal development process and deliver—on time—a compelling, compliant and winning proposal. Specific responsibilities include: •Coordinating with the Capture Manager and applicable business lead (usually a Vice President) to identify members of the Proposal Development Team •Establishing the proposal development timeline and making changes to that timeline, as necessary, throughout the development process •Ensuring proposal development milestones and deliverables are met •Coordinating and running the Proposal Kick-off Meeting •Developing compliance matrix and proposal outline •Coordinating development and submission of questions to the RFP •Coordinating and running review teams (Pink, Red and Gold Teams) •Overseeing the editing and production of the final version of the proposal •Conducting an After Action Review (AAR) after proposal submission to document what went right, what didn’t go as planned, and any suggested corrective actions. Mandatory Criteria: •Minimum of 3-5 years experience managing the development of proposals worth in excess of $1 million in support of U.S. Government customers •Ability to read and understand Government RFPs, identify all requirements contained there-in, and develop a compliance matrix and an annotated outline that structures the proposal to be compliant when filled in •Proven ability to work effectively as a member of a team, and lead a team •Able to work days, nights, weekends and holidays—if necessary—to get the job done •Ability to effectively communicate proposal development guidance verbally and in writing to members of the proposal development team •Good computer skills (e.g., Microsoft Office Suite of products) •Minimum of a SECRET security clearance Additional, desired criteria: •Bachelors Degree in a field that requires critical thinking and organizational skills •Completion of Shipley or similar training in writing winning proposals and managing winning proposals •Familiarity with the use of “Virtual Proposal Centers” •Demonstrated experience in the “storyboarding” process We are proud to be an EEO/AA employer M/F/D/V.
